The most common job for this jumper is connecting the outside antenna to a lightning surge protector or to the main cable run. That lets the surge protector sit close to the antenna or building entry point without long pigtails. It also connects an amplifier to a splitter, tap, or inside or outside antenna where components are mounted side by side.
